The Toll Bridge Program Oversight Committee (TBPOC), consisting of Caltrans, the Bay Area Toll Authority (BATA) and the California Transportation Commission (CTC), identified the contractor that will build the Oakland Touchdown segment for the new East Span of the San Francisco-Oakland Bay Bridge.

On June 5, 2007, MCM Construction out of North Highlands, Calif., presented a bid for approximately $178 million. The winning bid was approximately $20 million lower than the Caltrans engineers’ estimate of just more than $198 million for constructing the segment of the bridge that will connect the completed skyway to the Oakland side of the Bay.

Caltrans and the contractor have agreed to work together to meet or exceed a 25 percent aspirational goal for the involvement of small businesses on this work, as well as the required involvement of at least 3 percent of the work for disabled veteran businesses. Caltrans also will work with MCM to integrate the use of local labor to take advantage of the Bay Area’s skilled labor force and to promote regional pride and ownership in the project.

“MCM Construction recognizes the important contribution that small businesses and disabled veterans businesses make to California’s economy, and we will actively work to open the doors of opportunity to them on this historic project,” said MCM Vice President and General Manager Harry McGovern.

MCM is a major highway and bridge contractor with offices in Sacramento and Los Angeles, and currently has 27 projects throughout California from Eureka to San Diego.

When completed, this section of the bridge will connect the new Bay Bridge Skyway to Interstate 80 in Oakland. Work will involve building the westbound approach, and most of the eastbound approach structure over water. The eastbound land based connector will be constructed on a separate contract. The new East Span of the Bay Bridge is expected to be open to vehicle traffic in 2013.
