Governor-elect Tim Kaine announced that Pierce R. Homer will serve as Secretary of Transportation and Ralph Davis and Scott Kasprowicz will serve as Deputy Secretaries of Transportation.

Homer currently serves as the Secretary of Transportation and has also served as Deputy Secretary of Transportation. He has led numerous efforts to attract private investment in Virginia’s transportation infrastructure, to improve mobility and air quality in urban areas, and to create stronger partnerships in the delivery of rail, transit and local government services. Homer has also worked in local governments and local government consulting in Texas and Virginia.

“In only nine months as Secretary of Transportation, Pierce has already built a solid record of leadership in improving Virginia’s transportation system,” Kaine said. “He developed and implemented the first statewide rail fund and was responsible for the elimination of $867 million in accumulated transportation deficits. Pierce also brings a valuable perspective from his service in local government, which will be key as our administration works to strengthen the relationship between land use and transportation planning throughout Virginia.”

Davis is currently deputy secretary of transportation, with responsibilities for Inter-modal Planning, Department of Aviation, Department of Motor Vehicles, Virginia Port Authority, Department of Rail and Public Transportation and the Motor Vehicle Dealer Board. Prior to being named deputy secretary, Davis was employed by the Virginia Department of Motor Vehicles for 20 years, most recently as the assistant commissioner for administrative and motorist services. During his VDMV tenure, Davis provided leadership for multiple operational, financial, policy and planning functions.

“Ralph has been a vital part of Virginia’s transportation management team and brings 27 years of valuable experience in state government to the department,” Kaine said. “His knowledge and understanding of the challenges we face in all parts of the commonwealth will help us move forward.”

Kasprowicz brings experience from the private sector to the transportation team. He was the founder and CEO of TEXCEL Corporation, a technology services company with clients worldwide that he sold to a nationwide infrastructure provider in 1999. He is currently the director and co-founder of Nuride Inc. a private business/government partnership incentive-based ride network founded to relieve traffic congestion and improve air quality. Kasprowicz is also a member of the board of directors and executive committee of the Piedmont Environmental Council and is a founding board member of the Virginia League of Conservation Voters.

“Scott is committed to promoting a strong economy and a healthy environment,” Kaine said. “Further, his success in using innovative technology to promote smart transportation alternatives will be a tremendous asset as we work on our transportation challenges.”
