GSA Awards Design-Build Contract for Grand Portage, Minn., Land Port of Entry

GSA awarded a $105M contract to McGough Construction for a new Land Port of Entry at Grand Portage, Minn. The project aims to enhance security, efficiency, and capacity at the port used by travelers between the U.S. and Canada. Construction set to begin in summer 2026 with a planned opening in fall 2029.

On Dec. 8, 2025, the U.S. General Services Administration (GSA) announced the award of a $105 million design build construction contract to McGough Construction for design and construction of the Land Port of Entry (LPOE) Project at Grand Portage, Minn.

This LPOE is within the Grand Portage Indian Reservation about 5 mi. northeast of Grand Portage, Minn. The port serves passenger vehicles and pedestrians crossing between the United States and Neebing, Ontario, Canada. The route has allowed Native Americans, explorers and voyagers to bypass high falls, cascades and gorges for thousands of years.

"This project will help deliver on President Trump's priorities to secure the border and create American jobs," said Mike Rigas, GSA acting administrator. "The Grand Portage Land Port of Entry project is another example of how GSA partners with other federal agencies to deliver for the American people."

GSA's goal for the project is to provide necessary operational space; reduce traffic congestion; facilitate trade and travel volumes; and enhance safety conditions. The project will replace all existing outmoded buildings with new, modernized facilities with improved security, efficiency and increased capacity.

Construction is planned to begin in summer 2026, with the new port opening in fall 2029. The current port will remain open during construction.
