The National Asphalt Pavement Association (NAPA) announced the winners of its Quality in Construction Awards for excellence in construction of Hot Mix Asphalt (HMA) pavement. The presentations were made at a special ceremony at the Association’s 46th Annual Convention in Orlando, FL.
“NAPA selects the award recipients using a known set of standards that have been shown to give good results,” commented R. Wayne Evans, chairman of the NAPA board of directors. “This award demonstrates the high quality of work that the HMA industry is achieving.”
The winners include:
Leo Journagan Construction Co. Inc. of Springfield, MS, and the Arkansas State Highway and Transportation Department
• Construction of 7.4 mi. (11.9 km) of U.S. 65, a four-lane, divided, controlled access road. To minimize hauling time and enhance productivity, Leo Journagan Construction Co. set up a quarry and Hot Mix Asphalt (HMA) plant adjacent to the project. The company used two paving crews when possible.
Employees of the Arkansas State Highway and Transportation Department and of the company partnered informally to create a roadway that was commended by the Federal Highway Administration for its high-quality ride and surface consistency.
Texarkana Asphalt Inc. of Texarkana, TX, and the Arkansas State Highway and Transportation Department
•Rehabilitation of 7.2 mi. (11.6 km) of Interstate 30 in Hempstead County. Texarkana Asphalt Inc. coordinated subcontractors while maintaining traffic flow and minimizing inconvenience to motorists. The project included special provisions for site use, A+B bidding, value engineering and partnering. In addition, the prime contractor subcontracted 17 percent of the work to DBEs (disadvantaged business enterprises), more than doubling the project goal of 8 percent.
Elam Construction Inc. of Grand Junction, CO
• Leveling and overlay of Highway 149 for 25.5 mi. (41 km). The project was located in the Colorado mountains, with elevations from 7,000 to 9,000 ft. (2,133 to 2,743 m) above sea level. Elam Construction Inc. received an incentive bonus for the road’s smoothness and for the quality of the Hot Mix Asphalt mix.
• A project on Highway 50, including the construction of 4.6 mi. (7.4 km) of new roadway and the overlay of the existing road to establish a new four-lane road. The project partnered Elam Construction Inc. and the Colorado Department of Transportation. The company received bonuses for the smoothness of the road and the asphalt mix quality.
