Page Constructors Selected to Build Route 364 Page Phase 3

The Missouri Highways and Transportation Commission selected the Page Constructors Joint Venture to be the Design-Build contractor for the final phase of Route 364 Page Avenue Phase 3.

The $118.2 million project will build 9 mi. (15 km) of four lane divided highway from Route 94 in St. Peters to I-64 in Lake Saint Louis.

“The Page Constructors proposal provides a great project that meets all of our needs and the needs of St. Charles County,” said Commission Vice-Chair Grace Nichols.

“The citizens of St. Charles County have been waiting for decades to see the completion of Page Avenue. We couldn’t have done this without the excellent partnership between the Commission, St. Charles County and the municipalities to fund this project.”

MoDOT St. Louis District Engineer Ed Hassinger added, “Their proposal provides the most improvements for our budget. The entire new four-lane highway will open in Fall 2014, ahead of our schedule. The impacts to the public during construction will be very minimal.”

The Page Constructors schedule for building Route 364 has minimal traffic impacts on I-64 and Route 94 as well as the major cross streets of Bryan Road and Route K.

• Gutermuth Road over Route 364 complete Aug. 30, 2013

• Bryan Road over Route 364 complete Nov. 1, 2013.

• Route 364 opens to traffic in three sections, 2014

• I-64 to Bryan Road — Aug. 30, 2014

• Bryan Road to Route K — Oct. 1, 2014

• Route K to Route 94 — Oct. 31, 2014

“The contractors hit a grand slam,” said Steve Ehlmann, St. Charles County executive. “This is going to be a fantastic project. We got nearly everything we were hoping for and a great deal more than expected.”

“Page Constructors is very excited to be selected by MoDOT and St. Charles County to build such an important project for the community,” said Page Constructors project manager Brian Carlson.

“We’ve worked very hard to come up with a design that should provide a high quality facility from the day it opens and beyond. Our team of local contractors is equipped and ready to go to work.”

Fred Weber Inc., Millstone Bangert Inc., and Kolb Grading have come together to operate as Page Constructors LLC for the Route 364 Page Phase 3.

The lead designer is Parsons Transportation Group with design support from Horner & Shifrin. The team will pursue subcontracting to Disadvantaged Business Enterprise companies for 18 percent of the construction work and 20 percent of the professional services work. Workforce goals also include a 14.7 percent minority and 6.9 percent female workers per trade.

The funding for Route 364 Page Phase 3 is a cost-share project with MoDOT, St. Charles County and the local municipalities in St Charles County. The City of O’Fallon contributed additional funding as well as the City of Dardenne Prairie. The funding breakdown is as follows:

• Total Cost Route 364 Page Phase 3: $118,200,000

• $61,200,000 from MoDOT

• $27,750,000 from St Charles County’s 1/2 Cent Transportation Sales Tax Fund

• $25,000,000 from federal local surface transportation funds.

• $2,250,000 from the City of O’Fallon

• $2,000,000 from the City of Dardenne Prairie
