Due to growth in the San Antonio area over the past decade, the Texas Department of Transportation (TxDOT) initiated a project to improve the State Highway 151 corridor between Loop 1604 and Interstate 410 in Bexar County — specifically designed to increase mobility, enhance safety and reduce congestion.
Key aspects of the project include:
• increasing the number of travel lanes to six (three in each direction eastbound/westbound);
• adding inside shoulders and a concrete median barrier;
• improving entrance and exit ramps, intersections and frontage roads;
• adding turnarounds on Military Drive West, Westover Hill Boulevard and Wisemen Boulevard; and
• adding a direct connector from westbound SH 151 to NB 1604 for easy access to westbound 1604 northbound.
In addition to expanding the route with extra lanes, the project will update existing infrastructure. SH 151, also known as the Raymond E. Stotzer Jr. Freeway (district supervisor for TxDOT), is a 10.7-mi. road between Loop 1804 and U.S. 90 in San Antonio that provides access to the western part of the city, the SeaWorld San Antonio theme park, Northwest Vista College and the future site of a data center.
Conceived in 1983 by local land developer Charles Martin Wender, this limited-access freeway was built in stages through the 1980s and 1990s, reaching completion in 2004.
Widening Work

Construction began in May 2023 and is scheduled for completion in December 2026, for a total estimated cost of $98 million, paid for with state and federal funding.
Under general contractor Austin Bridge and Road Services, LP, crews work an average of 13,000-15,000 hours each month, according to Yazmin Garcia, a TxDOT engineer and the SH 151 Expansion project manager.
The new lanes are being built within the existing grassy median between the eastbound and westbound roadways. At the same time, a concrete center barrier and an underground storm drain system are being installed.
A new connector ramp from westbound SH 151 to northbound Loop 1604 was completed ahead of schedule.
This ramp replaces the previous tight J-shaped ramp, offering an improved connection for local traffic. Consisting of two lanes, primarily at ground level, it includes a braided overpass crossing a newly extended northbound access road.
Traffic merging onto existing Loop 1604 mainlines via the expanded overpass at Culebra Road will encounter four lanes — two from the new connector and two existing through lanes.
The direct ramp is designed to reduce traffic congestion and shorten travel times on one of the city's busiest corridors. TxDOT believes it will “increase connectivity and enhance safety along the corridor from Loop 410 to Loop 1604.”

Garcia lists some of the equipment necessary to complete this work:
• Earthwork moving – 15 units (motor grader, loaders, skid steers, tracked dozers, plate compactors, rollers and excavators)
• Material handling – 5 units (telehandlers, mobile cranes)
• Construction vehicles – 6 units (dump trucks, water trucks, utility trailers)
• Road construction – 12 units (asphalt pavers, rollers, milling machines, sweeper trucks, material trucks)
• Concrete equipment – 4 units (concrete mixers, pump trucks)
• Lifting equipment – 4 units (boom lifts)
• Utility and support equipment – 15 units (generators, air compressors, llght towers, welding machines, water pumps)
Additionally, a large rock saw was used to cut through the rock to install the drainage line.
Fill was required for the slopes at the turnarounds and direct connect.
“We used TY C embankment with specific properties to allow a good compaction,” Garcia said. “Compaction was tested with the nuclear gauge TEX-115 and accepted if it met compaction and moisture requirements.”
Not Always Easy

The SH 151 corridor between Military Drive and Loop 1604 is a known karst zone. Karst features are subsurface geologic formations created by the dissolution of limestone, which can result in voids, cavities or unstable soil conditions.
“During excavation and drill shaft operations, multiple karst features were encountered,” Garcia said. “Work in these areas had to be temporarily halted to allow for environmental studies related to endangered species. These studies lasted between 14 and 28 days. To minimize schedule impacts, the contractor shifted operations to unaffected areas while awaiting study results.”
Other surprises also impacted the work.
Unexpected groundwater intrusion occurred during drilling for the bridge widening over Hunt Lane.
“Initial mitigation efforts — including the use of Class SS concrete and dewatering — proved ineffective in some locations,” Garcia said.
The issue was ultimately resolved by installing permanent casing during drilling. The exact source of the water was not identified, as bore logs did not indicate a water table at the drilled depths and no nearby utilities were present.
This portion of the project required breaking back existing rails and abutments to construct new drill shafts and caps. The work area was extremely constrained, and material from the adjacent retaining wall system frequently became unstable and migrated into the excavation during construction activities.
Design modifications for the turnaround bridges altered plans.
“Originally designed with 1:1 slopes, coordination between the contractor and TxDOT led to the incorporation of retaining walls to improve slope stability,” Garcia said.
This adjustment also enhances compatibility with potential future bridge connections along SH 151. The final design combined spread footing walls, drill shaft walls and soil nail walls, resulting in a comprehensive and adaptable solution.
