$10M Golden Pass Export Project to Begin Construction

The Golden Pass Products LLC export project at the existing Golden Pass LNG facility in Sabine Pass, Texas, is moving forward following a positive final investment decision from its owners, affiliates of Qatar Petroleum and ExxonMobil.

Golden Pass awarded the engineering, procurement and construction contracts for the project to a joint venture of Chiyoda International Corporation, McDermott International Inc. and Zachry Group. It also executed a 20-year firm transportation agreement with Enable Midstream Partners. Golden Pass also has secured pipeline capacity on NGPL. The project will have a capacity of around 16 million tons of LNG per year.

Golden Pass expects to support about 9,000 construction jobs over the five-year construction period and more than 200 permanent jobs once the facility is operational. According to a preliminary independent study, the more than $10 billion infrastructure investment is projected to generate up to $31 billion in U.S. economic gains and $4.6 billion in taxes for the United States at local, state and national levels.

"Jefferson County is ready to see this project come to life," Jefferson County Judge Jeff Branick said. "After the devastation of Hurricane Harvey, our region looks forward to the economic boost this project will bring, and through its Opportunity Roadmap program Golden Pass has laid the groundwork to make sure local residents and businesses have access to the opportunities."

The project will include three liquefaction trains, each approximately 5.2 million tons per year, as well as other associated utility systems, interconnections to the existing facility and the expansion of the facility's storm protection levee system. It will utilize the existing infrastructure including five 155,000 cu. m. LNG storage tanks, two marine berths to accommodate the largest LNG carriers, and the existing 69-mi. Golden Pass Pipeline system with access to U.S. markets. Additionally, the project contemplates the addition of compressor stations to the existing pipeline to facilitate receipt and redelivery of 2.6 billion cu. ft. per day of natural gas supply to the facility.

Project Details

Liquefaction Facilities: The project will be integrated into the existing Golden Pass LNG import terminal. It will include the addition of liquefaction facilities as well as upgrades to the existing terminal.

The current Golden Pass LNG terminal facilities include five 155,000 cu. m. LNG storage tanks, two marine berths capable of offloading various sized ocean-going LNG carriers and process facilities capable of regasifying LNG to produce approximately 2 billion standard cu. ft. of natural gas per day.

Proposed facilities include:

  • three liquefaction process trains, each with a nominal throughput of 5.2 million metric tons per annum (MTA);
  • associated treatment, power and utility systems; and
  • interconnections to existing import facilities and controls.

Golden Pass also would make modifications to the existing facilities, expand the facility's storm protection levee system and expand other various safety and security assets.

Pipeline: The proposed upgrades to the pipeline system will be constructed and operated to optimize the existing terminal and pipeline facilities.

The existing Golden Pass Pipeline system is designed to transport natural gas from the terminal to several interconnections with interstate and intrastate pipelines that provide access to markets throughout the eastern half of the United States.

Pipeline upgrades will include:

  • installation of approximately 3 mi. of 24-in. pipeline to facilitate bi-directional flow capability and improve system hydraulics and
  • installation of additional compressor stations to facilitate the receipt and redelivery of up to 2.6 billion cu. ft. per day of natural gas supply to the proposed export facility.
