With funding available, UDOT planners decided to construct four interchange projects concurrently. Construction crews are busy working on four Bangerter Highway (UT-154) interchange projects: 5400 South, 7000 South, 9000 South and 11400 South in South Valley.
The projects, costing an estimated $200 million, are paid for with state funds.
Bangerter Highway runs north and south in the area and provides an alternative to taking heavily used Interstate 15 to the east. The projects, overseen by the Utah Department of Transportation, will allow free east-west movements and improve safety and regional mobility.
“Currently, Bangerter Highway operates using a series of traffic signals at a majority of its intersections, which has begun causing significant congestion in recent years for traffic on both Bangerter Highway and its accompanying east-west cross streets,” said Tim Beery, UDOT Region 2 communications manager. “Freeway-style interchanges along Bangerter Highway will allow traffic to move freely and efficiently in all directions. It also will improve safety and reduce the risk of accidents by having fewer traffic signal movements on the cross streets.”
Roads Not Being Widened
No lanes will be added to Bangerter Highway as part of the four projects. The work is solely focused on upgrading the traditional intersections to freeway-style interchanges.
Crews will construct on- and off-ramps and overpasses at 5400 South, 7000 South, 9000 South. They will construct an underpass at 11400 South.
Four bridges, one at each intersection, will be constructed. Crews will build a total of 16 ramps, four at each interchange.
Construction on 7000 South began in April 2017 followed by 5400 South, 9000 South and 11400 South in July 2017.
The Bangerter Highway interchange projects are on schedule: the 7000 South Interchange is expected to be complete in late fall of 2017 with finish work on Highway 7000 South concluding in early 2018. Work on the remaining three interchanges will wrap up in late fall of 2018.
Contractors
Project contractors Ralph L. Wadsworth Construction and W.W. Clyde teamed to construct the four interchanges under a design-build contract.
Subcontractors include Hunt Electric Inc. of West Valley, Utah, for electric and advance traffic markings; Geneva Rock Products of Orem, Utah, for asphalt paving; Ralph Smith Trucking of Woods Cross, Utah, for trucking services; Brinkerhoff Excavating of Ogden, Utah, for excavating and Michael Baker International of Pittsburg, Pa., for project design.
The Ralph L. Wadsworth Construction and W.W. Clyde joint venture will have about 500 employees working on the projects daily during peak construction. Currently, crews are on the job days and nights. Night work takes place five-to-seven days a week.
Closures
Projects are phased so that traffic can flow during construction. Businesses in the area will remain open and accessible to residents.
Utah Department of Transportation does not plan a full closure of Bangerter Highway or the 5400 South, 9000 South or 11400 South during construction. Lane reductions are possible during off-peak traffic periods.
However, full closures are planned for 7000 South at Bangerter Highway. Utah Department of Transportation is working with West Jordan City, Jordan Land and Jordan School District to minimize impacts of the planned closure.
A community coordination team has been assembled to provide monthly input and feedback to the contractor.
Current work includes grading and excavation, utility relocation and new on- and off-ramp construction at all four interchanges.
Bangerter Highway at 5400 South
Crews will construct a grade-separated single-point urban interchange at Bangerter Highway and 5400 South in Salt Lake County in order to alleviate delays and provide a better level of service. Traffic modeling shows that, in 2040, the grade-separated interchange will have average delays of 63 seconds in the morning peak period and 45 seconds in the afternoon peak period.
The grade-separated interchange will allow uninterrupted north-south traffic on Bangerter Highway in this area and will improve east-west traffic on 5400 South by eliminating the north-south traffic movement through an at-grade intersection. In addition to reducing delay and congestion, the project will decrease idling traffic and auto emissions and improve the safety of the intersection.
The project includes constructing an overpass (Bangerter Highway over 5400 South) and ramps from Bangerter Highway to 5400 South.
As part of construction Phase 1 crews will construct northbound ramps.
They will maintain all travel lanes and turn movements during peak hours.
In Phase 2, they will construct southbound ramps. At that time, they will shift northbound traffic to new ramps.
They will again maintain all travel lanes and turn movements during peak hours.
In Phase 3, crews will construct an overpass and mainline Bangerter Highway.
They will shift southbound traffic to new ramps.
In Phase 4, workers will construct 5400 South under Bangerter Highway.
Current work at 5400 South includes noise wall panel and post removal, retaining wall and post installation and drainage work.
Bangerter Highway at 7000 South
Crews will construct a grade-separated single point urban interchange at Bangerter Highway and 7000 South in Salt Lake County, in order to alleviate delays. Traffic modeling shows that, in 2040, the grade separated interchange will have average delays of 23 seconds in the morning peak period and 28 seconds in the afternoon peak period.
The grade separated interchange will allow uninterrupted north-south traffic on Bangerter Highway in this area and will improve east-west traffic on 7000 South by eliminating the north-south traffic movement through an at-grade intersection. In addition to reducing delay and congestion, the project also will decrease idling traffic and auto emissions and improve the safety of the intersection.
The project includes construction of an overpass (Bangerter Highway over 7000 South), ramps from Bangerter Highway to 7000 South, and the relocation of the pedestrian structure over Bangerter Highway. Work also includes installation of drainage systems, lighting, electrical and fiber optic cables and signage.
Under Phase 1, crews will construct north and southbound ramps and a new pedestrian bridge. They will maintain all travel lanes and turn movements during peak hours.
In Phase 2, workers will construct an overpass and mainline Bangerter Highway.
In Phase 3, they will construct 7000 South under Bangerter Highway.
Current work at 7000 South includes construction of the mainline Bangerter highway, construction of the pedestrian bridge and utility work.
Bangerter Highway at 9000 South
Crews are constructing a grade-separated single point urban interchange at Bangerter Highway and 9000 South in Salt Lake County, in order to alleviate congestion and delays. Traffic modeling shows that, in 2040, the grade separated interchange will have average delays of 49 seconds in the morning peak period and 41 seconds in the afternoon peak period.
The 2040 modeling assumes all funded projects included in the Wasatch Front Regional Council 2040 Regional Transportation Plan will be completed by 2040, including the widening of 9000 South to seven lanes. The widening of 9000 South is not proposed as part of this project and will be completed as a future project.
The grade separated interchange will allow uninterrupted north-south traffic on Bangerter Highway in this area and will improve east-west traffic on 9000 South by eliminating the north-south traffic movement through an at-grade intersection. In addition to reducing delay and congestion, the project also will decrease idling traffic and auto emissions and improve the safety of the intersection.
The project includes construction of an overpass (Bangerter Highway over 9000 South) and ramps from Bangerter Highway to 9000 South. Work also includes installation of drainage systems, lighting, electrical and fiber optic cables and signage.
In Phase 1 of the project, crews will construct southbound ramps. Construction of northbound ramps will follow in Phase 2.
In Phase 3, workers will construct an overpass and mainline Bangerter Highway.
Current work on the project includes removal of the noise wall and remaining posts on the west side of Bangerter Highway. Crews also are busy with utility work and southbound ramp work.
Bangerter Highway and 11400 South
Crews will construct a grade separated single point urban interchange at Bangerter Highway and 11400 South in Salt Lake County, in order to alleviate delays at the location.
Traffic modeling shows that in 2040, the grade separated interchange will have average delays of 23 seconds in the morning peak period and 36 seconds in the afternoon peak period. The 2040 modeling also assumes that 11400 South will be widened to a seven-lane highway by 2040.
The widening of 11400 South is not proposed as part of this project and will need to be completed as a future project.
The grade separated interchange will allow uninterrupted north-south traffic on Bangerter Highway in the area and will improve east-west traffic on 11400 South by eliminating the north-south traffic movement through an at-grade intersection. In addition to reducing delay and congestion, the project also will decrease idling traffic and auto emissions and improve the safety of the intersection.
The project includes construction of an underpass (Bangerter Highway under 11400 South) and ramps from Bangerter Highway to 11400 South. As part of the project, workers also will remove the roundabout on 11400 South between 3600 West and Bangerter Highway to decrease delay and congestion on 11400 South.
Work also includes installation of drainage systems, lighting, electrical and fiber optic cables, and signage.
Under Phase 1 of the project, crews will construct northbound and southbound ramps.
Phase 2 includes excavation and construction of mainline Bangerter Highway and construction of a north segment of 11400 South bridge.
Phase 3 will feature construction of a south segment of the 11400 South bridge and excavation and construction of mainline Bangerter Highway.
Current work at 11400 South includes drainage work, utility relocation and grading and excavation for new ramp construction.
