Skanska announced that, in a joint venture with Creamer Sanzari, it has been selected by the Gateway Development Commission to carry out the $712 million New Jersey Surface Alignment Project (Package 3), a significant component of the Hudson Tunnel Project.
The project will construct 7,540 ft. of new rail infrastructure in Secaucus and North Bergen, N.J., that will enable the new passenger rail tunnel to connect to the existing Northeast Corridor (NEC), helping improve long-term reliability and enable expanded capacity along the nation's busiest passenger rail corridor.

The design-build contract includes the construction of a new infrastructure adjacent to the existing NEC. The scope of work encompasses the design and construction of retaining walls with fill on deep foundations, a railroad bridge over Secaucus Road, a pile-supported viaduct with steel and concrete superstructure spanning wetlands and a railroad bridge over the New York, Susquehanna and Western Railway and Conrail freight railroads.
The New Jersey Surface Alignment Project is part of the broader Hudson Tunnel Project within the Gateway Program, a comprehensive series of infrastructure initiatives aimed at improving the efficiency and capacity of the NEC. In May 2026, a joint venture of Skanska, Traylor Bros. and Walsh Construction was awarded a $1.29 billion contract (Package 1C) to construct the section of the new Hudson River tunnel tubes under the Hudson River as part of the Hudson Tunnel Project.
Beyond the Hudson Tunnel Project, Skanska is actively involved in several other Gateway Program initiatives. These include the replacement and demolition of the existing Portal North Bridge in a joint venture with Traylor Bros., the Sawtooth Bridges Replacement Project, where Skanska, Walsh, and Herzog have been selected to perform pre-construction activities and the recently awarded Dock Bridge Rehabilitation Project.
Construction is expected to begin June 2026.
