The Connecticut Department of Transportation is moving forward with plans to rehabilitate a Route 8 bridge over Rosbach Brook in Torrington, a project intended to address structural deficiencies and extend the useful life of the state-owned crossing.

The project involves Bridge No. 07060, which carries Route 8 over Rosbach Brook. CTDOT is currently developing a Rehabilitation Study Report that will examine the condition of the existing structure and evaluate potential approaches for bringing it back to a satisfactory state of repair. At this stage, the study is expected to consider both rehabilitation and replacement alternatives before a final approach is selected.

The project is part of a broader effort by CTDOT to maintain the Route 8 corridor and its numerous bridges in northwestern Connecticut. Route 8 is an important north-south highway serving the Naugatuck Valley and communities including Torrington and Winchester. CTDOT has several other bridge projects under way or in development along the Torrington portion of the corridor, including a multiyear effort to metallize 19 bridges between Torrington and Colebrook. That project is intended to protect structural steel, address deterioration and extend the service life of the bridges.

The proposed rehabilitation of Bridge 07060 is separate from that metallizing program. The metallizing project focuses primarily on protecting structural steel on existing bridges, while the Rosbach Brook project is being developed specifically to address structural deficiencies in Bridge 07060. CTDOT's approach of developing a rehabilitation study before construction reflects the department's practice of evaluating the condition and needs of individual structures before determining whether rehabilitation or replacement is the appropriate long-term solution.

Design to Continue Through 2030

The current schedule calls for design of the Rosbach Brook bridge project to be completed in September 2030. Construction is anticipated to begin in spring 2031, although that schedule remains contingent on several factors, including acceptance of the project, availability of funding, acquisition of any required right-of-way and receipt of necessary environmental permits.

The long lead time reflects the fact that the project remains in the planning and design phase. The rehabilitation study will help establish the eventual scope of construction, meaning specific repairs and improvements cannot yet be determined.

CTDOT has used similar study processes on other Route 8 bridges. For example, the department recently announced plans to rehabilitate Bridge No. 00572, which carries Route 8 over the Housatonic Railroad in Derby. That project is intended to address structural deficiencies, maintain major bridge elements at a Fair or better National Bridge Inventory condition rating, and bring the bridge into compliance with CTDOT load-rating requirements.

The department also is planning rehabilitation work on five Route 8 bridges in Harwinton, Litchfield and Thomaston. That project is expected to begin construction in 2028 and, like the Rosbach Brook project, is funded with an 80 percent federal and 20 percent state funding split.

Part of Continued Investment in Route 8

The Rosbach Brook bridge project comes as CTDOT continues a significant program of bridge preservation and rehabilitation along Route 8. In recent years, the department has undertaken both large-scale reconstruction and smaller preservation projects along the highway.

Farther south, CTDOT completed the $223 million Route 8/I-84 Mixmaster rehabilitation project in Waterbury in 2024. That project included extensive work on dozens of bridge spans, including deck replacements, structural strengthening, steel repairs, joint work and substructure repairs, with the goal of extending the service life of the interchange.

In Torrington and neighboring communities, CTDOT also is continuing work under Project 0065-0114, a $15.76 million contract awarded to Allied Painting Inc. to metallize bridges along Route 8. The project covers structures in Torrington, Winchester and Colebrook and is scheduled to continue through 2027.

The Bridge 07060 project will therefore represent another piece of the state's longer-term effort to preserve Route 8 infrastructure. While construction remains several years away, the rehabilitation study now being prepared will be an important step in determining how the Rosbach Brook crossing will be treated and what work will ultimately be required.

The project will be funded with 80 percent federal and 20 percent state funds. CTDOT's current schedule anticipates completion of design in September 2030 and the start of construction in spring 2031, subject to project approval, funding, right-of-way requirements and environmental permitting.
