The Nebraska Department of Transportation (NDOT) has shortlisted two Design-Build teams for a project to reconstruct approximately 2 mi. of Interstate 80 (I-80) in Omaha, marking another step in the agency's use of integrated project delivery methods.
Graham Construction Inc. and Hawkins Construction Co. have advanced to the second phase of the selection process for the project, which will use the Design-Build delivery method to bring the contractor and designer together to form one entity. The Design-Build method fosters teamwork between the engineer and contractor during the design phase in order to identify and mitigate risks and improve cost and schedule certainty.
The project will involve I-80 from west of the 50th Street interchange to west of the I-80/I-480 interchange. Work includes the replacement of existing pavement in both directions of traffic; the construction of one additional westbound lane to improve congestion through the 42nd Street interchange; and rehabilitation of existing bridges.
This delivery method is particularly beneficial for a high-volume interstate corridor, where minimizing impacts on motorists is crucial. Through traffic will be maintained throughout the project to minimize disruptions. The Design-Build team will prioritize strategies that reduce traffic disruptions, expedite construction, shorten the project duration, and maintain safe and efficient travel throughout construction.
"Utilizing the Design-Build approach provides the flexibility to begin construction on portions of a project even while other portions are still being designed. We can optimize construction sequencing, accelerate completion, and maintain mobility throughout the project," said NDOT Director Vicki Kramer. "It allows for high-impact improvements even in dense urban settings where efficiency is critical. We're always looking at what will provide the best overall experience for Nebraska drivers and freight carriers."
Graham Construction and Hawkins Construction have both qualified into the second phase of the selection process. Now, NDOT will evaluate each team's proposal to determine the best value for the project. The highest-ranked team will be awarded the project for design and construction. Construction activities are anticipated to begin in spring of 2027.
